The Mayflower sailed in 1620 without getting papers from the native Americans first. They did later, actually. They called them "treaties". They moved into unoccupied land, and purchased additional land. Not all our ancestors did even that. Israel, likewise, did not get papers from the Canaanites before moving in. Or after.
